Sovereign OmniTrust advisory firm, Dubai, United Arab Emirates

DUBAI, United Arab Emirates, 22 September 2026. Sovereign OmniTrust Corporate Service Providers LLC has been licensed by the Dubai Department of Economic Development as a corporate service provider (licence no. 1648857) and has commenced operations in Dubai. The company announced the licensing today together with the completion of partner agreements with independent firms in France, Italy, Spain, Monaco, Switzerland and Mauritius.

The company is led by Alena Makhnovskaya, Co-Founder and Head of Advisory, who previously worked in corporate services and project management in the UAE. The firm operates from Dubai and conducts business in Russian, English, French, Italian, German and Kyrgyz.

Licensing and scope

The DED licence covers corporate services, including company formation and administration in the Dubai mainland and UAE free zones, and related accounting and tax compliance. The firm also acts in real estate transactions and in the introduction of clients to banks in the UAE. Its client base is drawn mainly from the CIS, Europe and Latin America.

Partner agreements

The partner agreements concluded in 2026 establish referral and co-working arrangements with licensed corporate service providers, law firms and banking intermediaries in the six jurisdictions named above. Under the agreements, the partner firms carry out work in their own jurisdictions under their own licences and professional rules, while Sovereign OmniTrust maintains the client file in Dubai. The arrangements took effect in September 2026. The company has said that it may conclude further agreements in other jurisdictions.

Industry background

The UAE has recorded consecutive years of growth in new business licences, driven by free zone expansion, changes to foreign ownership rules in the mainland and the introduction of long-term residence categories. Dubai's Department of Economic Development and the emirate's free zones have reported record numbers of new registrations in each of the last several years. A large share of the new entrants are foreign-owned companies that keep operations, assets or banking relationships in Europe or the CIS, which has led to an increase in cross-border corporate and banking work handled from the UAE.

Makhnovskaya said the timing of the launch reflected that trend. She said that inbound business to the UAE from Europe and the CIS had shifted over the last three years from one-off company registrations to longer-term structures involving several countries, and that the firm's partner agreements were concluded to cover the jurisdictions most frequently involved in that work.
